We reach more than 65,000 individuals and families each year at our 90 locations, including 10,000 youth.  CAMBA serves a diverse cross section of New Yorkers from new mothers in Brownsville to job seekers in the Rockaways. More than half of our clients are immigrants and refugees from around the globe. Over 85% of our families are in living in poverty, reflecting the challenges faced by nearly 1.7 million New Yorkers today.

CAMBA’s Human Resources (HR) department manages all aspects of human resources and administrative functions such as employee benefits, compensation, recruitment, interviewing, hiring new staff in accordance with all regulatory policies and requirements, and performance measurement/appraisal. The Human Resources department’s goals are to attract and retain talented and motivated staff; support employee morale and productivity; effectively develop employee skills/knowledge/abilities; provide training and development opportunities; and enhance employee engagement, job satisfaction, and retention.

What the Chief Human Resources Officer (CHRO) Does:

The Chief Human Resources Officer directs and oversees all activities of CAMBA’s Human Resources department, including:

  • Directing CAMBA’s human resources strategy in support of the agency’s mission and goals;
  • Providing leadership and HR expertise to the agency’s compensation and benefits strategy; recruitment and retention; performance management; employee relations and compliance; and training and development;
  • Implementing, evaluating, and enhancing CAMBA’s HR systems and processes;
  • Aiding the President and Chief Executive Officer in formulating and administering organizational policies, procedures, protocols, and programmatic issues;
  • Collaborating with other members of the Executive Staff in formulating, recommending, and administering organizational policies, procedures, and protocols and in developing long-range goals and objectives;
  • Ensuring that disciplinary actions taken are in compliance with CAMBA’s disciplinary policies and procedures;
  • Collaborating with direct reporting staff in developing program implementation plans/work-plans;
  • Preparing, reviewing, and submitting reports while ensuring accuracy and timeliness of all reports and statistical information for both CAMBA Executive Staff and funder use;
  • Conferring with the President and Chief Executive Officer and/or other CAMBA Executive Staff as needed regarding programmatic and personnel issues;
  • Overseeing and managing insurance policy issues for the entire agency (i.e., responding to and documenting all claims, complaints and possible lawsuits.);
  • Serving as the EEO Officer for the agency (i.e., responsible for address all complaints of discrimination, etc.).


Minimum Education/Experience Required:

Master’s degree and at least 10 years of applicable human resources experience and/or equivalent experience.

Other Requirements:

  • Executive-level human resources experience
  • Thorough knowledge of employment-related laws, regulations, and human resources practices
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred
  • Nonprofit experience preferred


Compensation: $200,000 – $230,000 annually
Status: Full-time (35 hours per week)

CAMBA is a City contractor that provides services where employees can be expected to physically interact with members of the public.
