Co-Locating Affordable, Supportive Housing with Healthcare Transforms Outcomes

CAMBA Housing Ventures’ (CHV) recently released report, Co-locating Housing with Healthcare for Transformative Outcomes is proof-of-concept that housing is healthcare. This comprehensive framework provides a roadmap for local and national developers, and aligned stakeholders to replicate a proven, award-winning model.

By highlighting outcomes at CHV developments and national studies, the report provides an evidence-based look at how co-locating affordable, supportive housing with healthcare can end the cycle of homelessness and uplift entire communities. It shows that when people without stable homes move into supportive housing, they experience:

  • A 58 percent reduction in emergency room visits
  • An 85 percent reduction in emergency detox services
  • A 50 percent decrease in incarceration
  • A 50 percent increase in earned income

Here is why this report is so important at this moment: the U.S. affordable housing shortage has grown from 3.9 million homes in 2013 to a shortage of more than seven million in 2025. People without stable housing typically experience higher rates of complex and long-term health conditions, including diabetes, HIV/AIDS, mental illness, and substance use disorders. Housing is a key social determinant of health. By creating partnerships with public and private partners, the national model of repurposing underutilized hospital and other publicly owned land for housing development can be achieved at-scale, evidenced by CHV’s national award-winning developments.

Our hope is that this report will inspire others to explore similar policies, funding, and partnerships and take this innovative solution to scale locally, nationally and internationally.
