The Family Self-Sufficiency (FSS) program provides services to HPD Section 8 recipients. Services include career counseling, case management, financial management, job training/ placement. All FSS clients are eligible for an Individual Development Account (IDA) to encourage savings and promote employment. As clients’ earnings increase, the extra money they pay in rent is put into an escrow account by HPD. At the end of the program, clients receive the money that has been saved on their behalf. They are encouraged to use this money to move toward homeownership, pay for education and/or training, or in other ways to enhance their self-sufficiency.
